Naruto definitely has enough power to be qualified as a hokage yet his mentality has somewhat matured though he failed to protect his village due to his incompetent with Technology.

In other word Sarada will clean up the mess, not only she's super strong with her untapped potential but also she's far more experience with her era and to accomplish that she needed Boruto just like how Sarada gets blushed when Boruto said he will help her and aid her tributing to NarutoxSasuke.

Best Hokage is Hashirama

In order from best to worst:

(1) Hashirama - Without a doubt the best Hokage, did the most for the village with the least to work with.

(2) Kakashi - Managed Konoha and inter-village relations after the greatest war the planet had ever seen, repairing them nearly flawlessly and seamlessly. Even managed to get Sasuke off the ticket to prison, which is a testament to his sweet talking abilities as Hokage.

(3) Tobirama - This is where it gets tougher. I consider Minato and Tobirama to be on par. I only have Tobirama higher because he had more experience and while he was an *******, he was essentially right in a lot of matters.

(4) Minato - Didn't really have time to do anything political, but nearly solo protected the village from complete destruction. That deserves some credit.

(5) Tsunade - Made some really crappy decisions, but also had a few that were very helpful. Naruto essentially supplemented everything for her here.

(6) Hiruzen - Complete crap, I think he was illogical and handled things poorly. By far the worst Hokage.

Now, he is nowhere near the strongest Hokage. Hell, he's probably the weakest. But in terms of WHAT he did during his reign as Rokudaime, you gotta admit he did SOMETHING right.
