No, Sempai doesn't mean he is older it means that they train under the same person or work for the same thing ( ANBU in this situation) and that he is superior, it's a kinda like a mentor

sempei means older one of the two or used to describe ones senior. For example, you go to school and you're a freshman and your friend's a senior, he/she's your sempai.
