Think about it, if he had infinite chakra he could create enough clones to cover the earth. He could use any of his 1000 jutsu's at anytime. I think that is a definite win.

I say Kakashi..... but Pain can adsorb his chakra and Kakashi can still die. Pain would almost kill him. Pain can revert to the Deva path and use the universal pull and Kakashi might lose.

nagato can make planet earth itself part of Chibaku tensei

shikamaru can split his shadow to all directions and use it without range and all he wants
kakashi kamui spam
gai wouldn't need the gates to reach full power, and so goes for lee

and just like this, there are many others.
