This is shouldn't even be a debate.Kisame wins.
Kisame has way more stamina and chakra levels than Kakashi.
Kakashi beats Kisame in the intelligence area but not by a lot.
Samehada constantly steal opponents chakra even when it's wrapped in bandages.
Raikiri cannot harm Kisame if he is fused with Samehada.
Even Kisames jutsu steal opponents chakra.
Kisame wouldn't need to fuse to beat Kakashi.
He could just keep Kakashi on the defensive by using powerful water techs.
Kakashi would not even realize that his chakra was being taken as seen when Kisame fought Suigetsu.
Any damage given to Kisame can be healed by Samehada.
Kakashi fans are getting arrogant,next they will be saying Kakashi beats Itachi.

if bloodlusted, kakashi can take out anyone with kamui. and currently kakashi is taking on
- 7 swordsmen
-army of zetsu
- V2 Bijuus
and still was prepared to warp away the bijuu damas. kisames a bad matchup for bijuus but kakashi is handling his own despite them being able to beat the shit out of him.
i duno if kisame had the chakra levels to fight ALL his brethren at once then travel many miles to get into a battle against tobi and the bijuus and still be standing. kisame has not much to suck up since kakashi relies on clone feints and then ramming his opponent in the heart with chidori when they let down their guard.

if Kisame has his sword he would win. he would have easily beaten bee if he was not trying to infiltrate and kakashi would not be faster then bee. and even if kakashi is faster, kisame just has to use Water Prison Shark Dance Technique and the fight would be over with no sword i think kakashi would have a chance.
