Kamui spawns on target where the eye is focusing on, since it's transparent Kakashi's eye can focus on Itachi and he is Kamui'd.

Kakashi already has knowledge on tsuki(via itachi) ama and susanno (via sasuke) where as itachi only knows kakashi has ms. Kakashi high diff
