The only thing water is going to do is weigh the sand down, and Kakashi can't make no where near as much water as Gaara can make sand.The only thing your depending on Gaara using is his sand in front of him, so that's the same.
Also Kakashi puts him in Genjustu then uses kamui and Gaara is done. It would be close but Kakashi is a better tactician and faster and has water element=sand turning into pretty much mud.

When Gaara fought the second Mizukage,he never used the wet sand.And when the oil clone attacked him,the sand tried to protect him,which failed because of the clone speed,and wasn't wet.People make it sound like it's finished for Gaara when sand that guards him gets wet.No,Gaara can use more sand to attack the opponent(in fact,he normally uses not infused with his chakra sand for offense),not just a few thicks of it.He didn't use the wet sand for anything because of obvious reasons.That the water weighs the sand down makes it slower to move and harder to use. What makes that sand such a great defense is that it defends him from attacks that even he doesn't know are coming. If its wet it weighs more and is therefore slower to react.
