They dont say any modes.
The only way Jiraiya wins this is if he walks into battle already in sage mode.
Otherwise he is not getting into sage mode in the heat of battle against Kakashi.
Come on how is he gonna fend off Kakashi while holding that hand seal.
The two frogs on his shoulder im sure Kakashi can summon his ninken dogs to distract them.
I mean jiraiya is not going into any mode against Kakashi,it takes entirely to long and requires him to stand still which is ideal for kakashi's Kamui.

If they knew they were going to fight each other, he would fight starting in Sage mode, but if not (dnt know why), he would just summon Toad Boss Gamakichi (I think), and he'll battle Kakashi, while Jaraiya goes into Sage Mode!

Kakashi uses Kamui on gamabunta and sends him to another dimension.
Jiraiya would start off in regular mode underestimating Kakashi and after getting whooped on a lil he'll try and run away and go into sage mode.
