Kakashi did have great potential as a kid and couldve been mid kage at best with his potential. What happened to his potential is when that fodder took one of his eyes. That was the beginning of the end for his potential

Kikashi's chakra base is the only thing preventing him, however kishi has made improvements, that is evident through his multiple uses of kumui vs pain battle, Kakashi is easily the coolest charachter and there should be a spinoff filler about his anbu days

the reason why ppl haven't seen him beast is b/c the mission he's been in after his anbu day's. there all been sort of like capture or protection mission that didn't allow him to kill the enemy just like the pain fight. pain was a unknown enemy/ leader of the akatsuki so being that kakashi a smart ninja he knows that it's more valuable to capture than kill but if he was ordered to kill the outcome would have been much different in all of his fights
