The thing to blame is the thing that make Kakashi make the choice of not rescuing Rin.Maybe It was Konoha.
That explains why Obito would have wanted to attack konha , Tobi does it with Kyuubi , destruction of Konoha was his only possible goal during this attack.

He did not choose minato necessarily.He chose the time he did because Kusahin's seal was wearing due to child birth.He would of had to wait for another opportune time.
