Kakashi can't defeat Tobirama since he has FTG, which is faster than Kakashis' Kamui.
Also Tobirama is a senju, which means he could spam water attacks without worrying about losing stamina or chakra. While Kakashi will get exhausted trying to dodge and make any attack land at him.
Sure Kakashi is top 10, but Tobirama is top 5.

He really has a chance to be in the top 10. He is very smart and efficient in battle. Plus Kamui is a huge advantage that greatly increases his power. The only problem is his chakra, so maybe it is about time for him to learn dog sage mode to acquire nature energy. Lol Pakkun could teach him.

Believe it or not, Kakashi is a chakra beast. He has arguably as much as Sasuke.

The problem is he cant warp Tobirama as he would just keep spouting a water shield around him.
Remember all Sharingan attacks are limited to the line of sight, so a tobirama who is shielded by water can't be seen. Kakashi has to go through the water first, while tobirama could keep producing water in front of him until he gets close enough to kakashi and deal a finishing blow.
You can't beat someone from the Senju clan. xd

be wise if kakshi used kamui in obito's level and opened gates he will be top three easily

Did you forget i said keep producing water shield? Also he wont stay in one place he would use the water to cover his real location.
Also a more effective way is that he could use mist to hide his position. A lot of water users are able to create this so I can see Tobirama using it since he is the strongest water release shinobi.
Since Tobirama is an excellent sensor, he can pinpoint the location of kakashi easily within the mist and sneak attack him or set up his FTG seals.
You are forgetting that Tobirama is no slouch either in terms of skills and abilities. Besides being the strongest water user to have lived, he has FTG which is still way faster than Kamui, Edo Tensei to help him fight and provide distraction, Proficient in using sword, and have limitless chakra. If you call that below Kakashi, then you are either underestimating tobirama or overestimating kakashi.
Also Tsunade will lose just because of Kamui, like most character would. But without Kamui, she can beat Kakashi since she is basically immortal because of mitotic regeneration rendering all of Kakashis' attack useless to her.
By all means I'm not hating Kakashi, but he is not the strongest character in naruto, there are plenty others. Also he doesn't need to be the strongest since he is already a very awesome character and an important teacher to naruto.

You're overrating Tobirama. If he uses water, Kakashi can utilize it as well like he did against Zabuza. With the Sharingan he can mimic Tobirama's jutsu & send it back at him.
