Kakashi is still mid-kage level. He probably be stronger without the sharingan in my opinion.

You don't need your Sharingan eyes or any eyes for the Susanoo once you've awakened it U_U I have all the manga-scans backing this up U_U

Yeah you do, Itachi used Susanoo until he reached the limit of his eyes, he still had the Sharingan active but it was losing its light. Sasuke's eyes were more grayish when he reached his limit with his MS and his Susanoo went out. Sasuke still had chakra as he used chidori after Susanoo went out and chidori is an A rank jutsu that Sasuke keeps active by outputting chakra but his Sharingan reached its limit and he couldn't use his Sharingan anymore.

Madara eyes still had their power so yes he didn't havr eyes but that wasn't the same case as Itachi's and Sasuke's who both were going blind. Sasuke was going blind much faster than Itachi so we saw what happens when you reach the limit of MS through Sasuke. Madara mastered the Sharingan beyond any Uchiha so of course he'll be capable of things other Uchihas weren't. We know the special chakra that awakes the Sharibgan power and even makes it stronger comes from the brain, Madara was most likely able to focus that chakra to call upon his Susanoo due to his mastery of the Sharingan. Kakashi have no Uchiha chakra to use Susanoo so he's not going to be able to use Susanoo and only Madara shown the mastery to use Susanoo without his eyes.

O.T. Naruto already said the Hokage doesn't need to be strong, but Kakashi is an elite Jounin so he is no fodder. Graduated from the academy at 5 and became a Chunin at 6; he spent more years learning to master his Sharingan, learning water and earth element and copying many jutsus. Part 1 Kakashi opened one of his chakra gates while climbing a cliff so him pulling off gates isn't out of the question either.
