He is easily top 15, u said jiraiya isn't fast enough to dodge kamui..... Well ur wrong his speed is pretty efficient as seen with his pain fight, and pains speed was high tier in naruto,

Kakashi can use 4 - 5 kamuis in a battle

This kamuis are so fast obito with RINNENGAN and MS din't see it

BAM! Kakashi instantly warped BM Naruto, and it was so fast that obito did not see him with MS and RINNENGAN

You could argue that Obito is simply a nub with Rinnegan. I doubt he had MS activated when that happened anyhow.
(Also this was their plan so of course he'd be fast enough to catch Naruto's clone)

Itachi can also only use Tsukyomi or Amaterasu a few times a fight, Kakashi and Itachi were both considered geniuses, and they both have low stamina.

Do you have no idea what you're talking about? I like Kakashi too but.. Kamui isn't as great as you say it is.
The characters you named wouldn't succumb to it so easily, especially because Kakashi doesn't have a vast reserve of chakra. He has the ninjutsu, the speed, the tactics and the taijutsu, but not the chakra. To be honest in terms of fighting ability him and Naruto (base) are about equal. Not fanboying this, just stating something I've seen through the manga.

-the true high chakra are just a bunch of spamers, like in games when there its a guy spaming the shit out of something.
