Pretty unlikely. Sasuke at the age of 13 was able to learn an A-rank lightning jutsu.
Kakashi at the age of 13 CREATED HIMSELF an A-rank lightning jutsu, which requires pretty much high intelligence.

Besides, Kakashi's emotions never took control of him. IMO this also is a sign of intelligence.
And don't try saying Sasuke had harder life, because he didn't.
Kakashi's mother died when Kakashi was very little, then his father committed suicide. So he lost his family just like Sasuke, but...
Kakashi's friends all died while Sasuke's didn't, he decided to leave them.

And it's still Sasuke blabbering about his tragic life and letting emotions control him.
Kakashi, on the other hand "lives a life of regrets" as Tobi stated, but he is able to control it. He doesn't let it affect his mind in any way and generally is more reasonable in every way than Sasuke.
