In this panel Kakashi implies he copied the rasengan
A few panels before he implies that he learned chidori after rasengan.
It sounds like he is saying "If it were easy to combine my lightning chakra with rasengan I wouldn't have needed to develop chidori." By implying he copied rasengan and by saying that chidori was developed after copying rasengan, he creates a paradox because we know that he only got the sharingan after learning chidori. So how could he have created chidori to replace a copied rasengan that was copied before he had sharingan.
I see only one way out of this. And that is that Kakashi did in fact LEARN (not copy) rasengan and proceeded to create chidori. And that in the first panel Kakashi is actually saying that he can "copy A rank techs somehow" and not saying he copied rasengan. This makes sense because Kakashi is a genius but is kinda weird because it sounds like he copied it. But if he didn't copy it, Kudos to him I guess for having another technique he didn't copy.
