In theory, with the speed at which he uses kamui, kakashi should be able to 1-shot any ninja in the series.
Proof: Kakashi kamui'd a sus arrow from sasuke, after it had been shot at him. He says something like 'I had no time to dodge, I had to use kamui.' This is very important.
This means that kamui is faster then you can dodge, so long as you are slower then kakashi. Of course there are plenty of characters faster then kakashi, but every single one that isn't is 1-shot by kamui. Characters around the same speed as kakashi also suffer from this. Going off the databook, this means anyone with a speed stat less then 3 dies instantly. Arguably, since kamui is FASTER then kakashi can dodge, even characters with speeds of 3.5 and 4 might be too slow. However that is conjuncture at this point.
Even if the other character is faster then kakashi, even just using kamui on the persons heart, or part of their head, or major arteries would kill instantly. It took kakashi a long time to cast kamui on the juubis head, I think the larger the target the longer it takes. Likewise, the smaller the target, the faster he can use kamui. If the person is like naruto, and already has clones out or is like A and is already moving around at high speeds then yes, kakashi is in trouble. A smart kakashi would just kamui himself, wait a few hours and then kamui back into a hiding position and take out the target before they knew where he was. All it takes is an instant.
If both characters start off standing still, or kakashi even has a fraction of a second for a surprise attack, kakashi wins.
The only person this wouldn't work on is obito. However, this is an insta-kill to every other person in this manga. So kakashi is #1.
EDIT: Kakashi is also weak to invisible characters but I don't want to do an entire vs for those cases.
EDIT2: Amazeballs pointed out that kakashi could likely see invisible characters with the sharingan, as demonstrated by obito in kakashi-gaiden.
