Rinnegan may more than likely be a mutation created within Hagoromo. A mixture of Kaguya clan blood, the chakra from the tree itself, and whoever may have impregnated her. Kaguya awakened Sharingan when she ate the fruit. The fruit is said to have grown ON narutos world. Hagoromos eye may just be a mutation from mixture of chakras.

Tomoe rinnegan may not be but rinnegan is diluted version of her rinne. Its common sense she is progenitor of chakra of dojutsu of power it all starts with her. Proof is her two sons one got her byakugan the other got rinnegan with no tomoe then hago's sons one got rinne and the other got physical power and then their descendants senju and uchiha the original kekkei Mora broke down into sharingan and rinnegan throughout the ages and now the only way to get that kekkei Mora is to use IT

Rinnegan is purple like Byakugan and can't turn off like Byakugan, it also has the same insight as Byakugan.

It's obviously unique in power aswell due to having both Sharingan,and Rinnegan powers in one one eye,hence the appearance.
