No, Tanner. Kaguya was so strong that a plot armor seal had to be created because no one could even approach her power. As long as she soloed Madara she counts as the Solo Queen.
Kaguya's nature manipulation powers turned out to be pretty pathetic

Not to mention Madara kept struggling with Obito but Kaguya handled him. Kaguya could easily summon meteors and all that biz, but that was not in her style. Not every character has to be DERP DERP SHINY OOOOH!
