The only real difference on the PC is the anti aliasing. Storm graphics are good but not great.

It definitely looks better than the Anime
I was pretty stunned to see Naruto and Sasukes ultimate on PC
It looked rly amazing
The color and smoothness

So stable frame rates? That doesn't sound like a promising game. Well, I never played a game
with 60 fps so I could be wrong but I doubt it's a big deal.

Fanbase:

The game has a strong following because of the series. This usually gives CC2 problems when certain characters are either not included or not 100% playable .

Story Mode:
It also does it's story mode pretty well when CC2 decides to include it. It's pretty engaging at times.

There hasn't been a true story mode for the last game. and Storm 3 had to end it on a non-canon cliffhanger since the series hadn't ended.

This time around the campaign is rumored to be 10 hours long and includes content from the last.

There isn't any planned DLC announced but I expect a full burst expansion featuring playable characters from the upcoming movie.

Gameplay:
Gameplay wise it's pretty shallow when it comes to combos but keeps it polished with the new mechanics introduced to the game. One of which gives a tekken tag tourney 2 feel with the on-the-fly team swaps in mid combos and tag outs.

I don't remember if this part is true or not but there's also 1v2 modes for both single player and online and a round system so it isn't just "one and done"

They also tweak characters to match their canon abilities as much as possible and sometimes buff both old or overpowered characters for balance purposes.
End note:
Overall you'd buy this game if:

-You like the story, "Naruto" and want to see it re-told better than the way SP is doing it.

- Like fighting games that aren't so deep with the controls but not too shallow that it doesn't feel fulfilling when you pull of a combo or win a fight.

-Like multiplayer

-Want to play as your fav and create battles that never occurred in the canon series.

Oh, and the PC mods.

I actually buy the game because of the combos and ultimates
