Because unless Kishi is going to make Kakashi walk around with a blind fold on for the rest of his life then having him keep the eyes would'nt be feasible.Kakashi gets drained just by using one MS,having two will kill him unless the above happens.

DMS, PS, Hax Kamui, hell even Senjuu DNA and increased stamina why not.

But He must loose Rikudou chakra right away, he stole it what was not rightfully his.

He would be EMS Madara's level power wise, thanks to DMS and Senjuu DNA + with haxx he would be above Hashirama that would be enough, but now Kishi give fanservice to Kakashi's fanbase screwing all applied before rules to his manga.

truth. Neji as genius should also be at MS Sasuke's level as against Danzo., it would fit him at least.
Hiashi should be on between MS and EMS Sasuke's level.
Kaguya should be so OP that Naruto and Sasuke would be keep being pushed and having hard time surviving/holding their own. Also kakashia and Sakura should be in IT as well.
