lets clear something stupid up right now.
for one thing he clearly thought of kaguya as a separate being with her own plans and own memories.
there is no evidence that "will" should equate to personality, intelligence, memories or powers.
kaguya did not know who naruto and sasuke were, and was like "lol i sense my grandsons so thats that. moving on".
kaguya has a seemingly well intentioned personality, not wanting to damage the earth, and only killing those who were trying to murder her. zetsu is a cruel sociopath who enjoys killing and eating people.
kaguya hasnt confirmed it but i doubt she absorbed anything madara or zetsu know. she only recently showed up when madara grew that eye, which was probably the trigger she had set up while in shinju/the moon.
kaguya would not get smacked around by a mizukage. kaguya would not take orders from obito. kaguya would not panick and be all "WTF" at akatsukis plans failing. she would not freaking say "madara sama".
so i can conclude kaguyas personality and intelligence obviously didnt carry over. will means something different, like subservience or loyalty.
