Sorry Hiruzen fans, but my personal belief is that Hashirama is greater than him. Yes I know the manga said otherwise, but this is my personal opinion. If you want to debate about it with me then pm me because this isn't the thread to discuss Hiruzen vs Hashirama, so please don't turn it into it.

Anyway feel free to leave your opinions on my tier and post your own tier if you want to

Yeah Tobirama should be up more, he did create edo and also had space-time ninjustu.
Its a shame kishi had to make him die so easily.

Because she's mostly a support shinobi and I don't believe she'd beat any of the kages in mid tier and above. She's got great healing abilities, but that's about it.

Her punches can easily be avoided by anyone with decent speed. Heck even Kabuto in part 1 was avoiding them and he's not all that fast.

The only impressive thing was getting back up after being stabbed. Also, this is personal opinion.

The space/time was most likely his water transportation, though this can be debated. And he died fighting 20 ninja on his own, and obviously held them off long enough for people to get ready if they came to the village. Kishi should have showed the fight, though...

Everyone's complaining about Tsunade, but I just noticed Mei. I know this is opinion, but mine is she's at least Mid-tier. Two kekkei-genkai, ability to counter Madara's fire single handedly, Boil can melt through (at least Sasuke's) Susano'o and could even begin to melt Madara's Susano'o. But then again, all opinon.

So this rating is a battle rating. She doesn't specalize in battle but even in battle she can take out most opponents. Her skill set makes her the most useful kage in general. Whenever your forming a team she would fit perfectly for any team. In large scale wars she more likely to be helpful as opposed to other kages.

She took Orochimaru out with one punch when his body was fairly healthy. (not his arms but his body). In perspective a sick Oro withstood 4tails naruto attacks

She's intelligent: Take the war with Pein for instance, she strategically sent Naruto away to get stronger rather than following the advice the advisers, rather than taking pein head on, she healed the entire village, she had Katsuya everywhere that way everyone could gain more info on Pein instantly. In the fight with Madara she devised an attack on Madara so that the other kages could attack him while he responded to her attack. When she was fighting kabuto and her lungs were messed up she pseudoparalyzed him so that she could heal. As per her rules for Medical Ninja she understands the strategies necessary to keep a team alive.Even in battle she's shown intellect:

Apparently she messed up his nervous system which allowed her to attack, and to heal herself.

She resourcefully used the tools of her surrounding to defeat Manda with one move. She just put Orochimaru in check.

Huge Chakra Reserves: I think this point really expresses itself. Being a Senju and being gifted with the Senju body of the Sage and the Uzumaki longevity she has been granted a lot of chakra which is how she healed the entire village during Pein's attack twice or how she could heal from the Heavenly transfer technique, heal 3 kages back to 100% attack Madara and regenerate her stomach, organs and spine thrice(3 Yasaka Magatama and 3Susanoo Sword) when Kabuto couldn't heal from the damage of a rasengan. Then still having the chakra to turn Oonoki's Jinton into Jinton on steroids.
She has Precise Chakra Control: Once again fairly self explanatory and I think her yin seal proves it. In addition to her strength. And the fact that she is heralded as the greatest Medical Ninja in the world and medical ninjutsu is known to require precise chakra control, or how she is able to use more than one technique at once (Transformation+Byakougou+Chakra Enhanced Strength)
She can use Body Pathway Derangement: This technique would disable nearly anyone who does not have a lightening cloak. Kabuto was a prodigy and it took him some time to figure out how to move. Should she use this technique she could smash her opponent while they were unable to move or you know slit their throat.

Katsuyu- I think Katsuya is underated. No she isn't really a battle slug but consider this a hundred of those kid-sized katsuyas spitting acid. Or given how Tsunade was able to heal the village through Katsuya and she was going to kill Orochimaru with Medical Ninjutsu if a small katsuya a few inches long is stuck on an opponent Tsunade needs only to channel the technique through Katsuya to kill an opponent. I can see Tsunade inacting this jutsu while multitasking as she always holds the jutsu that keeps her looking young, while using augmented monster strength, while using forbidden jutsus, or how she keeps up her technique while she heals.In addition to the obvious fact that Katsuya can crush people. She could mulitply into a huge amount of slugs keep in mind it split into enough slugs that it could heal nearly every person in the hidden leave village, that is a great feat and each of those slugs can spit acid which would burn through skin as it burned through rock a feat not even Mei's Boil release has. This will either kill the opponent or leave an opening Tsunade to attack. And Katsuyu can be used to heal a mass number of people in addition to being able to be used to instantly relay information from several areas at once and allowing Tsunade to either sense or see what Katsuyu sees.

She's experienced with war: Apparently Tsunade is the reason Konoha won the second Ninja war.

She lived during and possibly fought in the third Ninja war. She is a large reason the Allied Shinobi forces is winning this war.Tsunade's help began when she taught Sakura. In all honesty Sakura has actually played a rather important role in the war. When Zetsu invaded the camp she was able to see through his disguise and neutralize him. If Sakura had not done this he could have assassinated the medical corps within that group. And if there are no medical ninja not only would the army suffer more fatal injuries but they would suffer more so from fatigue. Furthermore Tsunade summoned Katsuyu. Katsuyu has been used to distribute information from battlefield to battlefield instantly. Which is invaluable in war. Tsunade decided to allow Naruto and Bee to pass then helped persuade A to allow pass. She decided she was going to war, decided how she was going to get there, and how to transport Mei to the battlefield. Which aided A in deciding he should go with Tsunade. When she arrived to the battlefield she started by kicking Madara. She then healed Oonoki and Gaara who were near death. She healed Mei and refilled Mei's Chakra. She attacked Madara which allowed the kages to finally make some headway. She broke through a level one Susanoo. And defeated a Madara clone. She broke the Susanoo sword she was impaled with and attacked him with it creating an opening for Oonoki to attack. She tanked 3 Yasaka Magatamas. With two Susanoo swords impaling her she knocked out a Susanoo- Edo Madara clone. She gave more chakra to Oonoki so that he could do his large scale jinton.

given Raikage's statment that her fighting style was getting sloppy one can infer she had just been stabbed and previous to thank she was fighting more efficiently in a superior manner. From what we saw on that page she still was not fighting badly.
