off-screen feat is still a feat. Hype would be something that has no base.Key word: off-screen.
Surely based on hype and character portrayal, he'd be an unquestionable candidate. Relatively making this discussion pointless. However, if we're basing this soley on feats some obvious choices wouldn't be so obvious for some.
For me perosnally, I don't recall Madara doing anything remarkable other than his katon release. That wouldn't qualify him as Kage level for me, though one can't really define Kage level to begin with.

Do you know of KAkashi's prowess as Hokage? no.. so no clue why you bring him in.Huh? Each of them can annihilate Mei and Kakashi, can defeat Hiruzen, and possibly high-diff Tsunade.
Low or mid-Kage - it doesn't matter, they're still there.
Hebi Sasuke took out orochimaru and Deidara (the only reason he didn't kill him is because he needed info about itachi, seriously when he surprised-punch him he could've chidori his head off instead) and managed to give an advanced MS user, Itachi some hard time.
I'm pretty sure he's Kage level.
Itachi is probably the most powerful three tomoe fighter. I don't get why people are saying obito, he just spammed kamui And showed no 3 tomoe feats
