Surely based on hype and character portrayal, he'd be an unquestionable candidate. Relatively making this discussion pointless. However, if we're basing this soley on feats some obvious choices wouldn't be so obvious for some.

For me perosnally, I don't recall Madara doing anything remarkable other than his katon release. That wouldn't qualify him as Kage level for me, though one can't really define Kage level to begin with.

Weapon/taijutsu mastery comes with experience, along with the peaks of having the sharingan.

Mei.. sorry but except Madara, no one is taking down a Kage level ninja with 2 KKGs with a mere 3-tomoe.... thats complete fan-fiction. Only reasonable argument can be made from using selective on-screen showcasing that'd benefit the uchiha..

Hiruzen the man who was known as God of Shinobi.... ok sure.. :| Mastered all 5 elements (something a rinnegan user has still yet to display), mastered many combat forms.. knows of the MS Techs and etc.. good luck mate.. Itachi also. Mindset, general skill in all the shinobi arts - feats without using MS techniques.

Shisui reminds me of Minato, y'know? He had Ao fleeing (on sight) from him, took out two kiri-nin with a genjutsu, skill with shushin earned a title so noteworthy.
Had the right mindset for Hokage also.

Obito doesn't count, in my mind. Merged with that zetsu, the wood release etc and his spamming of Kamui.
Not worth considering. Without Madara's interference he'd be on par with Kiba.

Sasuke... I suppose? He's Naruto's rival after all. Like Hashirama and Madara, they're on par with one another. His defeating Deidara doesn't mean shit to me though, I don't rate Deidara as Kage-level despite his status as an S-rank missing nin, he was lame.
He's not out his depth however, if you consider his Chidori-based techniques like Kirin, again his overall skill in all the shinobi arts etc. Needs more time to grow into though, unlike Itachi and Shisui - he's a late bloomer.
Wrong mentality, he'd make a piss-poor Hokage.

Itachi is probably the most powerful three tomoe fighter. I don't get why people are saying obito, he just spammed kamui And showed no 3 tomoe feats

obito pulled nine tails out of kushina and tamed it with only 3 tomoe, also he kept under a genjutsu yagura the mizukage for years all of this with 3 tomoe sharingan

sasuke-end of part 1 was probably knocking on low jounin tier. early part 2, mastered 3t skilled enough see kyuubi in naruto and suppress the chakra, chidori variants and enhanced shunshin on top completely schooling a seasoned jounin in yamato.(if hebi is allowed then he shoots up to high kage as he held his own against akatsuki opponents]
