Kabuto's plan for the former Jinchuriki?

As we know, Kabuto's resurrection Jutsu has revived the former Jinchuriki.
He is having these keep close to Tobi, in order to help him.

But what is the real reason for this?
Is he planning on keeping them with Tobi, in order to get closer Bee/Naruto, then betraying Tobi?
Is he planning on breaking them away from Tobi, to do their own job?
Or is he just keeping powerful Ninjas's around Tobi, in order to keep him in check?

What do you guys think is the future of the former Jinchuriki?

I'm not sure if Kabuto has full control over them now since they got the Rinnegan implanted they should be under the Rinnegan possesors control.
