Gentle fist is only useful if you can hit the targets tenketsu (chakra points), I don't know if his snake form has easily accessible tenketsu. Also you have to be fast enough to hit the target because unlike the sharingan the byakugan doesn't predict movement and track movement. So basically they are just taijutsu fighters who have the added bonus of being able to see chakra and having x-ray vision and 360 degree vision.

But considering all of Kabuto's abilities and how Neji is purely a taijutsu fighter then yeah he loses this one.
