But at the same time we can agree that he is strong without edo. And the edo in an addition kinjustu to his vast number of techniques.
To determine if someone can beat another peron you have to take into consideration of there techniques,
what we know about them,
what other people have said about them,
what we have seen etc.

The list is going this way, based on Manga we have now ;

1. Kabuto - Edo Tensei - Victory no metter what. ( So6P Owns ofc ).
2. Edo Madara - No need to explain, just too OP.
3. Tobi - Rinnegan, S/T, Jinchuurikies.
4. Naruto BM - Speed, Brutal strenght, strong Chakra attacks, lacks intelligence and other strong moves who can go against Rinnegan.
5. Nagato - Rinnegan.

And Madara and Tobi can do that because both of them knows how to control something, at any point it depends... Why Kabuto would fight himself ? He would unleash Edos and that's all.

Kabuto is stronger than 2nd Madara or 3rd Tobi... I won't speak about Sage, he's not Shinobi.
