As for how strong he is now.. I'd say it's either him or Tobi. It's a toss-up because Tobi might be able to genjutsu Kabuto into ending ET even with his counter via temperature.

Kabuto is capable of not getting caught in a genjustu from both itachi answer sasuke, because he`s capable of sheilding his eyes so he would not get in a genjutsu!!!!!
