kimmimaro hands down. i still think he was one of the strongest characters from part 1, his sickness just screwed him and he STILL fought. hes 15 and fighting kages, kimmimaro takes it

I think Jugo can win because he is already strong with his partial transformations, and then not even at full power curse seal level 2 he was able to survive 2 huge blows from the the fourth raikage(even if the second blow could've killed him) and last now that he is back to his full grown body he should now be able to be a monster with curse seal level 2, or who knows maybe since it originated from him he could go curse seal level 3

Maybe during the war jugo will have to go on a rage to defeat him and he won't need anyone to calm him and he can controll himself
