If we take away "creating the moon" hype, which was illogical to begin with, then Manga hints, point to the fact the SO6P was not as strong as we all believed him to be.
Take a look at this.
It is the Juubi, as described by Madara, the same Juubi which the SO6P sealed within himself. Now if we assume we've seen all the forms of the Juubi, the only one this resembles is the 1st form.
However as Obito became jinchuriki of the 2nd form and now seems to have control of the final form, is Juubito stronger than SO6P at his peak?
Of course the SO6P had full mastery of the Rinnegan as well as the Creation of All Things jutsu, however if we go by chakra reserves then Juubito clearly has the advantage.
Although I have no evidence, I predict that pre-jinchuriki Sage was similar to the top level of shinobi we have in the current timeline i.e Madara Hashirama Naruto. The manga states something along the lines "to protect the world, the Sage sealed the Juubi within himself". Now we know a shinobi doesn't need to be as strong as the Bijuu he/she is going to seal. E.g Minato and the Kyuubi, Chiyo and the Ichibi etc. If the Sage just went up to the Juubi and sealed him then that would be problem solved. Again I have no evidence but its just a feeling.
I also believe that the story of the Sage creating the moon was untrue, because even the Juubi doesn't have the chakra to support a Chibaku Tensei of that magnitude, and if it did nobody would be able to begin to even think about fighting the Juubi. Please refer to this thread to see why.
