Jutsu timing ?

[Flaw]

i've seen a lot of ppl r arguing about the timing of a jutsu
like u don't have time to do that bcoz the enemy already sent a jutsu towards you

so i was thinking when making jutsus if it's possible to put a cast timing accordign to the rank , handseals and description of the jutsu

like

Hm, this will make things more complicated i think.
and there isn't a problem actually if the other reads the restrictions properly.
I mean everyone can at least cancel one of the 3 jutsus permitted.

As Rei stated already that will complicate things more so than anything. As well as there isn't really a problem since your only allowed 3 a turn and when making a jutsu your using very fast movement.
