i have a question once u lean a jutsu can u use it on all bios?

Wrong.

Not all jutsu can be used by all bios.

Some jutsu require specific bios for using them. Example: Wood release jutsu can only be used with Hashirama, Yamato or Danzo Bio.

And don't forget, you need a bio to learn jutsu. Go to Forum-Roleplay-Konoha Towan-RPG Biographies and look at the rules and template and other bios, then make your own, submit it for approval and wait. After it's approved, you can apply for training with a sensei or senpai.
