It's pretty inconsistent, with the regular Zamasu being able to wear out fighters on SSB Goku's level just because he's "immortal" despite having a power-level lower than SS2. You'd think that Goku wouldn't have to exert any energy to fight someone like that, but the show is trying to maintain the "power-level hype" that fans love while also allowing other characters to feel relevant in battles. Same reason why we're seeing techniques like the Mafuba return, as well as other weird powers such as dimension-splitting / time-stopping / etc, as well as characters like Bulma being central to the plot. DBS is trying to break the cycle where, by the end of DBZ, almost no one was relevant unless they were one of the main Super Saiyans.At that point in time yes but now he has goku and vegeta in SSB fighting for their lives.
This, immortal zamasu seems weaker than black, the only thing that kept him alive was immortality. Zamasu before they fused was probably weaker(straight power level wise) than all 3 of them, black in ssj rose form seemed to be the only one they where really worried about imoI honestly believe SS2 Trunks could handle Zamasu if not for Immortality. Trunks outclassed him in every clash they've had..
He's just a Kio-shin an they're not very strong, it's just they're like royalty so there's a high respect lvl for them..

Who said Goku used God Ki against Zamasu though? Maybe he used normal SS? I say this because SS2 Future Trunks with no God Ki kept up with SS3 Goku so I don't think he used God Ki there either.
