Well yes. If the person that has been acknowledged as a rival surpasses that person, then it would be in that person's best interest to try and get better. Sasuke doesn't underestimate naruto so that's why their rivalry is great, and why sasuke is able to show the main character up on many occasions.

It's not one-sided either, both characters constantly want to surpass each other.

Sasuke acknowledges Naruto but he still feels threatened by Naruto's ability and his progress.

the 4 hokages, Naruto, and SOSP's don't have an inferiority complex.

So sasuke is helping Naruto out of superiority/inferiority complex.

That is no excuse for Sasuke's personality. His brother may have been better than him, but at least Sasuke was still at the top of his class and wasn't abused by his father. So many other people have so many more reasons to potentially have an inferiority-superiority complex than Sasuke.

Naruto was called a loser in the academy and was shunned by his classmates and the village.
Lee was constantly made fun of for not being able to use ninjutsu or genjutsu.
Hinata was abused and neglected by her dad for being weaker than Hannabi.

Yet you have this Sasuke jerk who was actually loved by both his brother and his father, and had all the fan girls and even some fan boys, and you have the nerve to say that he has a legit reason for this complex?! Please!

Sasuke only gets jealous against his rival and does not care about the rest.
He does not have any inferiority complex at all.

This all only happens when it comes to naruto. A lot of characters were stronger than him in part 1 but he only felt jealous of naruto because that is what it means to be a rival.
Naruto also have tried his level best to get Sasuke's recognition.

They are both rivals, it is completely natural.
I generally get more marks in my maths test than my friends and If my friend gets more marks than me, i feel jealous about it. It is completely natural and it is what we call human behavior.
Here's the thing, Sasuke's inferiority complex stretches to those he considers "losers."(I'll explain about Itachi later.) Sasuke had no qualms with people like Orochimaru, or Kakashi, or Haku being stronger than him(Haku is arguable) because it made sense for them to be. These were gifted shinobi with years of experience. It was when the people with no talent, who he was better than and who were sucking at being a ninja, suddenly got boosted and jumped ahead of him, it was then it turned into more than jealously. People like Lee and Naruto being better than him, especially Naruto, made him distraught. He wasn't just jealous, Sasuke was emotionally upset, he was shown seething and snapping at Sakura for it, and after his confrontation with Naruto, he slammed his hand on the wall. Jealously becomes an inferiority complex when you've obsessed over it and become distraught. Sasuke's inferiority complex stems from a superiority complex, he believes that, as an Uchiha, he is much better than all the losers, there's no way they can get close to him, so when they do get close to him, it makes him besides himself.

He has the superiority complex because the Uchiha were a great clan, famous for their power and talent. With all of them dead and Itachi seen as corrupt, Sasuke basically shouldered that legacy all on his own. His Uchiha blood, to him at least, meant he was more gifted and better than most others. Being at the top of his class just reaffirmed that in his mind.

His inferiority complex stems from the fact that, since a young age, all Sasuke heard about was how great Itachi was. And not just from his father, it came from other family members too. "Oh Itachi became ANBU at so young. Oh Itachi unlocked his Sharingan around your age. Oh Itachi did this, Itachi did that" and not once did Sasuke get such kind of praise from his father. Any time Sasuke did something good, his father would just compare it to how Itachi did or would have done, and essentially dismissed it. Sasuke was always put into Itachi's shadow by his father, he was never good enough. Why do you think Sasuke was visibly and genuinely surprised when his mother told him his father talks about him? Sasuke may have been loved by his father, but his father never actually let him know that, Sasuke didn't feel that, and you think that's easy for a little kid?

And Lee also has an inferiority complex, the whole reason he works so hard and his whole goal is because of that, he obsesses over proving people wrong, and showing that he can be splendid. If it wasn't for all that shunning and bullying, Lee wouldn't have worked so hard. When Lee heard he couldn't be a ninja anymore, it was the idea of not being able to show them he was splendid that caused him to break down and become distraught.

That and the death of his clan is why he's quick to look down on others or become upset when Naruto displays his ability.
