he is but i've never seen a thread that says that he's training and i'm just curious
besides i fought someone else who did the same thing (used jutsu that they're not allowed to use) and it turned out that they were never properly trained... so i'm just asking
.... yeah uh the thing is that you need to be taught jutsu.... by a sensei... ur best bet is anbu k or kiba since you're in anbu... ur not allowed to use jutsu unless you are taught them by a sensei or sempai... sorry dude but you can't fight until you ask a sensei to teach you jutsu... but you can't fight kind of like how kiwii used to... tactical battles and stuff but besidest that your not allowed to fight... let's just pretend this thread was never even made
