This is not even a challenge really, the raikage's speed and reflexes were said to be almost on par with the yellow flash in raiton armour v1 and Jugo in curse mode had quick enough reflexes to put his arm in the way AND manipulate his arm into a shield in that split second, that's insane reflexes yo. Even C was impressed that Jugo was able to keep up.
Second, people must also remember that the curse mode Juugo we saw in the battle against the raikage was not at FULL POWER and/or SPEED. Why, well people seem to forget that Juugo shrank in size and age after he healed sasuke against killer bee and he was STILL in his KID VERSION when they fought the raikage, that was probably why he felt he needed to go full curse mode from the start, to make up for his diminished strength and speed, I mean he was even shorter than the whole of team taka at the time and his cloke sleeves were way too long for his arms, he was definately still in kid mode at the time because the last time they went clothes shopping at the old uchiha hideout he had to wear a curtain because he had no size. Juugo only regained his size after he absorbed that samurai.
Now imagine how fast and strong he really is when he goes all out in his usual form turned curse mode, Lee has no chance.
Plus there is still those chakra jets that juugo can use to increase his speed and the power behind his attacks.
Lee was a bad match against Kimimaro because the guy could just sprout bone from anywhere at anytime to counter his taijutsu, Juugo can manipulate his body in the same way and turn lee into a pinch cushion.
Chakra/Laser cannons can also take casre of lee, lee never stood a chance here.
And please don't delude yourselfs into thinking 5 gates lee is as fast as the raikage, raikage's speeds have been compared to the yellow flash and none of the jounin sensei's seemed particularly flattered by lee's 5 gate speed at the exams, all they said was that he was fast FOR a GENIN, they never implied or even thought that he could be faster than them, plus are you now gonna tell me that lee's speed is comparable to MInato, since the raikage's speed is said to be at that kind of level?
