Shino's bugs will drain Suigetsu. Bug swarms can sweep around Suigetsu, cutting off ways to get away from the bugs. Kiba can slice Juugo to pieces with his double or triple headed wolf. Attempting physical attacks against Kiba are suicide and Kiba can change direction like against Sakon/Ukon so Juugo isn't evading consistently.

Shino and Kiba win mid difficulty.

Basically, Shino hard counters Suigetsu and Juugo gets smashed by 3 headed wolf

Shino would manhandle them both for a mid-low solo. The man is by far the strongest of the K11 (excluding the obvious), his only competition being Neji, and a gated Lee.
