Jiraiya was not powerful enough in Genjutsu counter...

SO if Jiraiya take a Tsukuyomi......

Itachi was praised by the uchiha clan along side shisui as the most talented in the use of ocular jutsu, we are talkin abt the same guy who took a sannin(orochimaru) down with a three tamoe sharingan genjutsu in less than a minite since he is too much for orochimaru (who is on par with jiraiya) i fink he wins with mid difficulty even if he summons ma and pa itachi can tame and control them like his pet.
