Amaterasu's cast time isn't instant. Not only that, Itachi closes his eye(s) to activate it. Jiraiya will sense the air pressure and see him close his eye and probably act accordingly. Probably not just stand there like a goon.

act accordingly? wtf can he do ? tobi sensed the airpressure when sasuke's eyes turned to itachi's ms......He saw it coming , and he couldn't activate his invulnerability... yet he activated his invulnerability to dodge raikages v2.... that show's the speed of amaterasu's casting time....And jiraya definitely doesn't have reflexes or speed in base to do anything about it... when tobi clearly couldnt either

Itachi out class the Sannin none of them can beat him. JMan can only do so much the M.S Technique's come out...JMan can't block or dodge very long against Ameteratsu....Sasuke dodging it was fodder Itachi wasn't trying
A<B<C Logic is incorrect. The Raikage has dodged Sasuke's activation of Ameraatsu can sensed he was about to use his M.S....Yes this shows that Ameratsu is fast. But also Tobi went invisible when Raikage attacked his Space Time jutsus is superior to the 4th's so yea he's faster than Raikage....And When Itachi's Ameratsu activated in Sasuke's eye Tobi was point blank range and knew Sasuke was out of chakra he was caught of guard...
