Jiraiya would win. It would be a tough fight as Danzo has the Izanagi. That however,is the only reason. Without it, Jiraiya does indeed crap all over Danzo's face!!

jirayja, sasuke beat danzo, in my opinion jirayja is more tactical and a better battle analyzer then sasuke, so he would figure out danzos tricks also
