It really isn't. The only chance Jiraiya has is if he starts off in SM with full intel and even then Itachi shits. If he avoids Itachi's eyes, he gets hit by Amaterasu and dies. If he watches Itachi's eyes Tsukyomi ends it.

Really? Then why did he tell Kisame to kill Kakashi? Why did he go through all that trouble to use Genjutsu on that girl to lure Jiraiya away from Naruto? Why did Kishi rank Jiraiya and Itachi 35.5?
