In this case, jiraya takes this. illusions is out of the question, as for taijutsu, they are not so far from each other, while jiraya uses sm and has super fast attacks, killer bee can occasionally boost himself with hachibi chakra, plus the lariat would be super dangerous even for jiraya, as far as taijutsu goes the edge goes to bee, but why jiraya would win in an actual fight is because, jiraya is a master of deceit, he manage to keep pain off track to buy himself enough time to switch to bm, so all in all, killerbee is faster and stronger but if he faces jiraya he would end up wasting attacks.
In the case of ninjutsu, jiaraya takes this one easy, his frog techs, his hair techs, and basic techs, far surpasses killer bee's level of ninjutsu, if killerbee 8 swords taijutsu fails, running to ninjutsu would be a total waste of time.
And finally, you guys would ask how jiraya would handle the hachibi's full form, well there are two ways i can think of. First the way naruto and gamabunta faced shikaku, jiarya would easily merg with bunta and level up with the hachibi, plus if they combine techs, even the hachibi would have his hands full, who wins is kinda unknown with this method.
The second way is a bit full proof, jiaray is a master of space time, cause of his scrolls, he simply sends hachibi to mount myboku, the same way he sent pain dogs there, so when its all said and done, jiraya wins.
