Looks:
Jiraiya was a tall man with waist-length, spiky white hair usually tied back into a pony tail, with two shoulder-length bangs that framed both sides of his face. He also had red lines that ran down from his eyes and wore a horned forehead protector with the kanji for "oil" (油, abura), which denotes his affiliation with Mount Myōboku (his neighborhood gang). He also had a noticeable wart on the left side of his nose. Jiraiya wore a green short shirt kimono and matching pants; under which he wore mesh armour that showed out of the sleeves and legs of his outfit. His outfit was completed with hand guards, a simple black belt, traditional Japanese geta (wooden sandals), a red haori with two simple yellow circles on each side, and a scroll on his back. He also had a tattoo in his left palm which resembles one that Gama has in his as well.
Personality:
Jiraiya was a self-proclaimed super-pervert with no equal (although he meant it as a joke), and a frequent voyeur, going so far as to create the light bending Technique, to allow him to spy on naked women without being caught (doing "research" as he called it, even as a child). He never actually hid his perversion, and even seemed proud of it, as seen when he told the Mayor about it when he was still a child. Despite this, Jiraiya disliked being referred to as the Perverted Hermit. Jiraiya was always a caring guy taking care of those he cared about doing all he could to help them but he had no interest in the fights of good and evil only that he wanted to do what he enjoyed.

Origin Type: Magic
Origin Story: Jiraiya was a younge boy when he was given a special fruit by a stranger, being starving he ate it. From there his entire life changed as he was now able to control light and light energy like even turning his own body to light or creating focussed blasts of light or travelling in the form of light at super high speeds.
History:
Jiraiya grew up to be a normal boy with the acception that he had white hair which made him seem like an old man, and to top it off from the age of 8 he became what he liked to call a "super Pervert", but he's male so what can you expect. When he was 12 his parents died in a fight being the heroes, it was at that point Jiraiya decided he never wanted to be a hero. Nor did he want to be a villain. And so he was on the street, getting food where he could and perving but always getting beat up for getting caught. One day a man gave him a piece of fruit that looked strange but he was starving the man told him it would change his life but Jiraiya thought nothing of it. He ate in one bite then felt a strange feeling he turned to ask the man but he was gone.
It was after this that he started to realise he had a magical power, he could contol light, just with a through or hand gesture, turning lights on and off, or bending the light so he couldn't be seen for his pervy ways. It wasn't until one time he got distracted and forgot to hide himself that he got caught. Three men cornered him and went to punch him, in panic he released his new magic which turned his body to yellow light as the punches passed through them. They couldn't hurt him but he wasn't going to run, he was sick of running, he focussed his magic and struck at the speed of light with ferocious punches before the men could react then as if by magic he moved at the speed of light turning to light energy and got away without being caught.

Description of Powers:
Jiraiya possesses the power of the Pika Pika no Mi, meaning 'glimmer' or 'light', a Logia-type Magic. As a Logia-user (magic user who controls an element), he is able to let objects pass through him and reconstruct his body from energy particles. He is capable of moving and attacking at the speed of light, and all of his attacks are based on the element of light; such as firing energy blasts from his fingertips or feet with extreme accuracy and precision. His power is very destructive, causing huge explosions and easily destroying buildings. He also has the ability to reflect himself, essentially moving from one location to the next at the speed of light. Due to this magical power, Jiraiya is possibly the fastest man in the world (as nothing is faster than the speed of light). Though when he goes to attack, he has a second delay as he builds up his light magic to move. For defence he can turn his body to light with ease, but to have the power to attack he has 1-2 second delay which gives a person a chance to defend.
He can also make an energy sword out of pure light, which can stand up to solid based attacks.
