Jiraya starts off in base? he dies by amaterasu or susanno arrow.. easily

Starts in sm, he has a much greater chance of winning

in base he can summon ma and pa and bam hes in SM in seconds

and jman is too fast for amaterasu in SM

Thats only your opinion, with to strong basic. A speed with Raiton armor level 2 > SM Jiraiyas speed.

and he has sealing scroll to seal it if he gets caught

If he gets caught, he will be dead. You think that Jiraiya will write sealing formulas on scroll while burning? Good luck...

and if danzo can dodge some susanoo arrows jman can in base form

Danzo never dodged Susanoo arrow.

and the hawks are tiny , they cant do much but fly

Aerial advantage is great advantage, when your opponent cant fly.

Personally, I think that MS Sasuke would be enough to take this.

Jiraiya wins if he starts out in sage mode, and he knows how to handle Amaterasu since he probably figured something out about it and it is also shown you can run away from it. Plus jiraiya can avoid Susano'o with his reverse summon, to summon himself into a toad somewhere else. Jiraiya surpassed Sasuke in many things and we have'nt seen sasuke's EMS abilities.

Sasuke dodged Itachi's Amaterasu in his normal form with his regular speed, so why should Jiraiya not be able to?

For now i have to say Jiraiya will win with High diff, yet sasuke will surpass him. (Soon)
