Sasuke.He is generally a very skilled and talented jutsu user plus he has e.m.s.They both use fire release but Sasukes lighting style is naturally superior against Jiraiyas earth style so Sasuke has the advantage.And he is probably faster than jiraiya so i believe that the Uchiha will win.

Ill try and make this quick, lets assume this is the sasuke before he fought danzo. Meaning has regained most of his chakra but also has enough experience with the ms.
Now jiraiya's base is slow. He cannot avoid amaterasu or a susano arrow. If he were to try going into sm by using the same strategy he did on pein (animal path) he wouldnt be successful. Not againbst somebody who has been shown to be able to control manda. Chances are jiraiya would summon one frog and if thats the case he can be controlled and used against him.
Lets say he summon more than 1. Lets say he summons 3. To keep sasuke busy. Depending on the size and quantity of your summonings that alone can take 1/2 of your chakra. Lets say after summoning 3 frogs he has 1/2 chakra left and he gets into sm. We all know that jiraiya for a start cannot balance sm properly thats why he partially transforms. We also know that sm suits people with high chakra levels to balance it out with natural energy. If jiraiya has used 1/2 of his chakra just to distract sasuke and get into sm, sooner or later the natural energy would overcome his chakra.
Lets not get ahead of ourselves though. Even with 3 summons they are vulnerable to many attacks, by sasuke.
Besides not only can pa and ma frog be controlled to gather more natural energy than needed, meaning jiraiya would turn to stone, even in sm his speed isnt on par with v2 raikage

the only thing that will keep sasuke alive for 5 mins is susanoo , but i have to admit sasuke probably wins , but based on the fact we havent seen EMS in action we have to say j man for now

If Jiraiya is in Sage Mode from the beginning, I can see him winning with high difficulty. But he probably won't be, and Sasuke likes to go all out from the beginning lately, and Jiraiya has no answer for continous amaterasu and susanoo arrows. he may be able to avoid the first two or maybe three, but not while gathering sage energy. meaning he's stuck in base. He needs to misdirect Sasuke into wasting a ton of his chakra, and i don't see how he can really. although hell swamp could be very useful vs susanoo, and toad bind
Sasuke can use amaterasu,tsukuyomi,susanoo arrows,amaterasu spear,fire realease and bunch of powerful lighting style jutsus including kirin which is unblockable.Jiraiya can't use genjutsu and he only uses fire and earth style jutsus.Yes Jiraiya has a lot of experiance but Sasuke was training with Orochimaru for 3 years so he has gained a lot of experience himself.The only threat to Sasuke would be sm but it takes a lot of time to activate it so its inconvenient.And what about the summons?Jiraiya can summon only frogs.Sasuke can summon both snakes and hawks.
jiraiya is strong but has slow movement to counter susanoo's arrows...let's say he's slightly faster or as fast as danzo...without izanagi...he can't dodge or do shit...
even a jiraiya who is already in sage mode would have a hard time avoiding a susanoo release + arrows right off the bat...

Correction, 1.summoning techs donot take lots of chakra 2.jiraiya uses wind and fire, his base chakra isnt earth
sasuke did sosanoo 4 times and got blind,.. Sum the time together and he will be blind cus jiraiya does cloning techniques realy well, using amateratsu and sosanoo arrow will only make him get blind faster,(and sasuke sucks at tsukyomi), pa and ma's genjutsu wont work on sasuke (luckily 4 him)... But jiraiya wins this

jiraiyas fire style>sasukes fire style
and jman is too fast for amaterasu in SM , and he has sealing scroll to seal it if he gets caught ,kirin is only a 1 hit and with an allmost un breakable body it wont fase him too much , and if danzo can dodge some susanoo arrows jman can in base form,and gamaken and gamabunta and gamahiro will buy him plenty of time for SM , or he can summon ma and pa and enter sm in seconds ,and frogs are by far the best summons, snakes do nothing except wrap around shit and scream for e.g. manda
and the hawks are tiny , they cant do much but fly
