Won't have the same effect man. Oil in itself will only clump up the Sand, making it more compacted (hindering performance in no way) - Gaara was seen to still manipulate his sand with Mei's water, and the Ay's lightning infused. Though, the location being VoTE doesn't make the situation any better for J-Man - Seeing as the entire terrain would be turned into fuel for Gaara (more sand).
Putting Gamabunta down wouldn't be hard, crushing a leg or two (due to Gaara being able to control the force exerted into his sand) would hinder the boss toad useless.

Just like how Sasuke can hold an Enton sword without being burned. The Gokage fused their techs which means Gaara's sand wouldn't be affected by the Raition or the water. Read your own quote. Then re-read your linked scans. The 2nd Mizukage had a unique structure in that Oil and Water COULD mix. He was the only exception. The properties of the two mixed together nullified Gaara's sand. Separately they would have no affect.
