Won't have the same effect man. Oil in itself will only clump up the Sand, making it more compacted (hindering performance in no way) - Gaara was seen to still manipulate his sand with Mei's water, and the Ay's lightning infused. Though, the location being VoTE doesn't make the situation any better for J-Man - Seeing as the entire terrain would be turned into fuel for Gaara (more sand).
Putting Gamabunta down wouldn't be hard, crushing a leg or two (due to Gaara being able to control the force exerted into his sand) would hinder the boss toad useless.
