If he tries to speedblitz Jiraiya could just reverse summon back to Mount Myobou and enter sage mode there, then come back and counter with a dozen clones holding house-sized rasengans. Or he could go into his barrier to enter Sage Mode. Or he could crawl into a toad's mouth, make the toad shrink, and then use a transformation jutsu to make the toad appear as a rock or a stump, and then enter sage mode.

If bee goes full 8tails then Jiraiya counters with sinking him with Dark Swamp from below and crashing a toad on him with Food Cart Destroyer from above.

I think that Jiraiya does have a huge arsenal, but he almost died when dealing with four tailed Kyuubi cloaked Naruto. I don't see him taking on a seven tailed KB with a bijuu cloak. Bee counters Ma and Pa's Genjutsu with Kirabi, Bee is too fast to any of Jiraiya's Ninjutsu to land (even if it did, his cloak will protect him), etc. It would basically be a battle of Taijutsu, in which case Bee stomps. And if Bee can use a TBB while in that mode (which Naruto did against Oro and Pain), Jiraiya is screwed.

Bijuudama, especially in V2 form, take a long start up time so Jiraiya would be able to use dark swamp or food cart destroyer to restrain him before that happens. Plus, Jiraiya has five elements seal so if he gets even a hand on Bee one time he can restrain the Hachibi...

The instant Bee goes full 8tails, Jiraiya sinks him with Swamp of the Underworld from below and Food Cart Destroyer from above. Food Cart Destroyer was capable of holding down a larger tailed beast while they were forming a bijuudama:

Keep in mind that Dark Swamp will be enormous, more than enough to sink a bijuu. Jiraiya used it when he was drugged and commented on how pitiful it was compared to its normal size, yet it was still able to sink a boss snake. Add in the Sage Mode factor and it becomes even huger.

Jiraiya can take this high diff. He starts in SM so v2 Bee won't be too big of a deal. Frog call will leave Bee vulnerable, swamp of the underworld will leave him sinking, toads can cancel out TBB since it will explode upon contact with any force in the opposite direction. Hair and swanp will keep Bee in place for Bunta smashes. Goemon can end. Massive katon collaboration jutsu can end. I dont personally believe Bee can take this.
