Jiraiya isn't fast enough to outright evade and keep away from the Raikage until its prepped, and the Raikage would one shot him with Nukite if he ever got close enough, or he'd shock him with Black Lightning.
Jiraiya can simply hide inside of his barrier inside a frog (look at my sig for a better understanding.) Then a transformation jutsu to make the frog look like a rock or something. The Raikage has no sensing abilities to detect the frog, nor AoE attacks which destroy everything in the vicinity. Inside his barrier, Jiraiya summons Fukusaku and Shima, who then prep the genjutsu. Then he slips out of the frog, and bam! Raikage is under genjutsu.
This is an open area. Raikage isn't going to sit there and twiddle his thumbs as Jiraiya, from only 40m away, summons a toad and starts to crawl into it. Lol @ him doing that, and then making the frog look like a rock, when they are in a building that is complete with concrete floors. (Ay vs. Sasuke) A rock is only going to stand out, and once again, Jiraiya isn't doing this while the Raikage is there.
Raikage powers through any toad with Nukite, its like cutting through butter, so that isn't helping.
Oh wow, I didn't even see that Jiraiya started in Sage Mode.
Except, they won't but him enough time, something I've already explained. I completely get your point, but its not happening here. Jiraiya can't summon toads, use clones, and use Yomi Numa all at the same time, so in between each distraction, the Raikage gets closer and closer to him, or he goes around all of them and keeps going straight for Jiraiya. Meaning that he either never gets into the Toad, or he dies once the toad is killed, cause he isn't going to get inside and transform before the Raikage kills it from 40 meters away, not when he can attack from 40 meters away with Black Lightning.
