Frog Song is enough to finish Raikage. Also I doubt Raikage can tank Goemon's heat.

People are underestimating the 3rd Raikage a lot. If Jiraya doesn't have intel (Which i'll assume he doesn't since you said nothing about that).

I highly doubt he'll figure out to use the 3rds own weapon against him. And without that there's no way he's beating him. The genjutsu frogs won't be working in a dessert, the 3rd Raikage was smarter than his son. He'll definitely know something is up and stop them.

That plus the fact that the 3rd Raikage is most likely faster and that a single hit would be enough to take out Jiraya and I simply don't see Jiraya winning this.
