Looks:Jiraiya is recognizable first and foremost by his long very spiky white hair. It comes loosely to a point around his waist. From the front, his hair points away from his head outward in all directions much like a "mane". He then has 2 very long tufts of hair framing his face around his signature headband; this bares the symbol of the Mount Myoboku Toads and has 2 small horns on the top.
Jiraiya has a somewhat square jawed face, made more prominent by the hair to either side of it. His most identifiable markings are the 2 vertical tears of blood (likely paint) coming down from the outer most part of his eyes. He has a wide nose with an accompanying mole. His expression is typically relaxed, but he is no stranger to comedic faces.
Jiraiya is very tall. Close to 6'3". He has very broad shoulders and overall has a strong outward appearance. His clothing is very traditional. He wears a red haori over olive green (sometimes even appearing grey) kimono and pants. Under THOSE is a mesh-like armor. He carry's a large scroll on his back and wears wooden sandals. He also wears hand guards and bares a tattoo on his left palm, reminiscent of the one his medium sized toad gama has.
Personality:Jiraiya is introduced as a lecherous old man who is very full of himself and has a fascination with women. He is not above using disguises to peep on women naked in the bath houses. This is a common comedic element for his character.
Beneath all of that, he can be considered the moral center of the manga. Because we are able to frequently hear his inner thoughts, we can often see past the humor. Although he jokes often about Naruto being annoying, he cares a lot for the boy. During his time training Naruto, we are often shown images of them bonding. Many characters in this manga had trouble obtaining "peace". Hashirama and Madara often fought over which peace was best, Nagato thought that the sharing of pain would bring peace, obito thought Mugen Tsukyomi would bring peace. In the end, Jiraiya left it in Naruto's hands, understanding that he himself would be unable to find the answer in his lifetime.
Jiraiya is selfless, willingly putting himself in danger to collect information on the enemy. He is very humble, feeling that his story is not truly glorious, but glorious enough.
He is also highly intelligent. Even in an unwinnable situation, he is never shown as rattled. A challenge excites him, as shown by him confidently engaging the akatsuki leader in combat.

Background Info
History:Little is known about Jiraiya before he was a genin under Hiruzen Sarutobi. We do not know who his family is, or even his last name. All we know is that at some point, Jiraiy was in a team with Hiruzen, Tsunade (whom he was attracted to) and Orochimaru (whom he greatly envied). Although in the anime Jiraiya discovered Mount Myoboku while improperly using a summoning technique, all that is known is that some time in his younger years he trained under the toads, eventually learning senjutu. At a later time, he was called back there by the leader of the toads Gamamaru to have a prophecy about him read. The prophecy foretold him having a student who would (depending on his actions) either save the world, or plunge it into darkness. Initially he thought that this proverbial child was Nagato, then Minato, until he was POSITIVE that Nagato would be the one to bring darkness, and NARUTO would later save it.
Jiraiya took part in the 2nd Great Shinobi War, the highlight of which was the battle between him and his comrades, and Hanzo. Hanzo acknowledged their strength and gave them the title of Konoha's legendary 3; The Sannin.
Shorly thereafter, Jiraiya met 3 orphans from the land of rain. He trained Nagato (who jiraiya learned had the rinnegan), Yahiko, and Konan. He taught them ninjutsu, and after some time, left them to carry on their destinies. He at some point heard of their deaths, which turned out to be false.
Jiraiya then became an official Konoha Sensei and trained Minato and 2 other shinobi. He acknowledged Minato for the prodigy he was.
Later when Orochimaru defected from Kohonoha, Jiraiya followed him and attempted to reason with him. After he failed, he left konoha to keep tabs on Orochimaru and the organization he joined, the Akatsuki.
Jiraiya later went on to write a book called "The Tales of a Gutsy Ninja". Although it didn't sell well, the main character was the inspiration for Naruto's name. Minato and Kushina also decided to name Jiraiya Naruto's godfather, making Naruto Jiraiya's only bit of family. After receiving this news, Jiraiya is not seen again until Naruto encounters him while training for the chunin exam.
